Surely this is fraud as we as rate payers were never consulted. Especially in places like Tauranga where we have an unelected commission.

And this treachery just seems to just keep on rolling in, totally out of control! There really is a lot of sick puppies out there. Very hard to ignore, right! So much of nearly everything is a fraud of some kind theses days.

Please justify this statement Richard. In what way am I a fraud?

If you cannot give evidence to back up this statement ,then you would understand that your defamatory statement amounts to you outing yourself , here, in front of all of us, as a fraud?

It's my opinion Liz, based on a few interactions that I've had with you. You'll remember the last local elections where many (or maybe most) candidates who opposed the covid vaccinations were hiding this from the media. I offered to be interviewed on the topic by you which probably would have got me over the line in the Dunedin City Council elections. Eventually you replied to me and said that you were "too busy" and that I should seek out Farmer James who was somewhat like yourself in his ability to ignore my offers to be interviewed by him. He replied to none of my attempts to contact him by email (or text if I remember correctly).

So my opinion is that you are both frauds.

This shows beyond doubt that under a Labour, Greens and Maori government, our democracy is at risk. However it was John Keys who bought this in as he was PM then. So voting "the other lot in" will make no difference. They are both working for overseas interests and banks. We as the "plebs" in NZ do not matter. They have utter and complete contempt for us, our rights and freedoms. The only way we can take back our country is to pull out of the UN, WHO and get some people in power who are not self centred professional politicians.

So new parties need to take over from the legacy major parties. They may not have the support yet but if we educate people on what the legacy parties have done and plan to do, support will grow for parties that are currently considered minor parties and for new parties.

If we the people can prove fraud, the bankers would have no authority to take anything. Councils are corporations, they have a NZBN and are listed on Dun & Bradstreet. How can a corporation collect money's via rates that we the people pay in good faith for public services? Would a corporation use ratepayers money to trade in any way? In 1973 Nixon took the USD off the gold standard. Without tangible backing is the fiat monetary/banking system fraudulent? Is charging interest on loans that use the banks customers money while charging customers fees kosha? Something smells fraudish

They are going to help the councils meet their carbon zero goals by lending them the money and making sure the councils go along with it. So ultimately in order to save the planet we have to give up our homes and live in confinement (smart cities). Trouble is, so many people believe the CO2 story. So many issues: the jab, the climate, finances, the schools, the aliens. How to show the deceit to those who trust in authority? Geoengineering as a cause of warmer weather is potentially a good point to make, but that's difficult because it makes people feel so helpless they can't go there either. Fear of letting go of trust in the goodness of our "rulers" is maybe what we have to help these CO2 believers with. Many people agree that children shouldn't be having invasive procedures to change their gender. Maybe we start with that common ground and tackle trust in authority through that. Just thinking!

to a private group earlier this week :

Here is the response I got from the LGFA CEO Neil Bain, in relation to your original question.

As I mentioned on Signal each member TA pledges a portion of their collected rating levies [ as Guarantors to LGFA ] to cover the interest borrowing cost of the Bonds and Bills issued collectively by the LGFA under the NZ Treasury umbrella. [ nb - there are six non member TA’s keeping their debt noses clean ]

Needless to say he has admitted that he does not yet know how the “affordable “Ten Waters funding will affect them [ see below] as the policy and legislation was so hurriedly put together.

So as it stands from the Financial accounts is does not appear that they are pledging or using Ratepayer assets as backing for the debt securities. [yet]

But of course that could change. [ if they try, this does present legal challenges ]

But do not forget that the majority of home owners still have mortgages – I think from memory the average across NZ is only $360,000 [ obviously the later ones much higher] but look at the realism of it- the foreign owned banks are not just going to sit by and let their mortgage investments be over ruled by a third party over arching security !! or take second place – they are very strict about that –

[ but the Bank mortgage “Priority Amount” – usually 1.5 times the value of the property at outset gives all the Banks greater powers than over the original mortgage amount - few people realize that is what they sign away as banks do this indirectly with the lawyers it’s a really big issue they like to keep secret – and believe it or not these are not usually lifted even when the mortgage is fully repaid back you have to tell you Lawyer to specifically request this from the bank !! ]

.

You will see the Bond and Bill absolute amounts climbing as the LGFA has to continually keep funding a larger and larger portion of TA debt- ,,AND…..the increasing debt burden of rising interest rates – if the RBNZ base rate is 5.5% financiers are not going to accept a rate lower than that so this will keep climbing - ouch!

Btw , interest rate are not going to fall any time soon - do not believe the B$ the Government, RBNZ, the media are spinning!

If you have any more questions please let me know before I go back to Neil Bain.

Best regards

John

PS please forward this on to any in the groups whom you think might be interested ?

As we need to raise public awareness about this.

Hello John

Thank you for your enquiry.

The information you request is available via our website. I have provided our website links to the relevant documents below:

Published financial accounts for the most recent three years, including Bonds and Bills issued, outstanding and maturity dates :

2020 Annual Report

Refer Guarantee Arrangements

Forward planning

Our LGFA Statement of Intent 2023-26 outlines our issuance and onlending forecast for the three year period to June 2026.

Affordable waters

Our Statement of Intent, including financial forecasts, assumes that there are no implications for LGFA from the Affordable Water Reforms. We are awaiting further information relating to the establishment of the Water Services Entities (WSEs); how WSEs are intending to structure their borrowing; how the transition of revenue and debt will occur between our council members and WSEs, and the impact on future council borrowing intentions from the Affordable Water Reforms. We will provide an update to stakeholders on implications for LGFA as further information becomes available.

I trust this information assists.

Neil Bain

Chief Financial Officer

Dear Neil Bain, LGFA,

Through your receptionist I got your email address and as you were tied up I have an email query.

Could you please be so kind as to forward me a link to your published financial accounts for the most recent three years, that would include the Bonds and Bills issued and outstanding and their maturity dates, and any Debt Guarantees made by LGFA on behalf of the Local TA’s .

I have viewed the bonds and bills history on your website however that shows very short term issuance and does not give a clear picture of any debt securities over the long term items .

I am particularly interested in any securities offered to over seas or local tenderers for any long term debt. And do you by any chance have any forward planning budget estimate documents indicating the proposed level of debt and required security required to attract consortium financiers that will be required to fund the Ten Waters programme.

I understand that will be initially co-ordinated via the Ten Waters Governance Authority but because it directly affects all TA local council funding that ultimately will need to be channelled through LGFA.

Also if you have time we could perhaps talk over the phone , if you please let me know a time suitable to you ?

Many thanks.

John

Dear Mayor or Commissioner,

I am aware that you or your predecessor has put my own private property up as collateral for your council loan should the council fail to pay the loan back when it is called up. I did not give you permission to do this and you never asked me if you could do it on my behalf. Therefore you have committed fraud against me. Please immediately remove my property from the list of properties that you have given as collateral for your loans. Until you can give me absolute hard-copy ink-signed evidence of having removed my property from your list of properties added as collateral, I shall not be paying my council rates. You have acted illegally and fraudulently against me. In addition, future rates increases associated with your out of control and want-based as opposed to needs-based spending will not be tolerated or paid. Kind regards XYZ.

when a council has a rating of AA+ (negative) does that indicate that the council in question has not signed up to the lgfa completely or does it indicate the inability to pay up - either way this is totally unlawful

I never said you personally, I don’t know you so have no right to judge - vice verser. Just NZ has woken up, there’s no turning back the clock. In my opinion politicians need to rethink their agendas, be real, learn from past mistakes, and swallow the pill of pride. If they don’t they will learn the hard way.
